My target market are certain businesses who already have their email addresses listed on the internet. If I send a promotional email to them is this considered spam?

or any country for that matter, my customers are all outside the usa, but business has slowed considerably this year. i’ve looked at online sources and they want to charge $300 or more for a list. not in my budget…
