Obama wants add huge money to own education system how do we pay for it?

Read his education agenda he wants to give money to inner city schools and increase teachers salaries but states all over the nation especially california is lacking excise taxes because of the devaluation of properties thus less tax dollars from property taxes this is a crisis and he wants to increase additional costs?
